Local control of schools hinders the ability of leaders of educational policy to influence student acceptance of interdependence, the idea that America's success and well-being is interdependent with other nations. Hundreds of leaders believe that the concept of interdependence can be successfully incorporated into our society only when American citizens and students accept a lower life style and a change in the types of work available to them.
