State Law Limits Local Independence

                An example of the state law limiting a good local change is the removal of property tax for senior citizens.  This was done in South Carolina, and doing this in Eau Claire would make the difference for several in staying in their homes.  But to remove seniors from paying property taxes would mean the need for a change in state law.  It cannot be decided locally.
