Are Business-Luring Tax Credits a Good Idea?

            John Dillinger was a dangerous man. Who knew he could rob from state coffers like he robbed from banks?

            Back in 2008, the state was all aglitter: "Public Enemies," directed by University of Wisconsin-Madison graduate Michael Mann, would be on location filming in Milwaukee, Oshkosh, Columbus and outside the Little Bohemia Lodge in Vilas County. His goal was to make an authentic gangster movie, starring a pirate and a superhero. Johnny Depp, best known as "Capt. Jack Sparrow," would star as Dillinger; the Dark Knight, Christian Bale, would play the FBI agent who spent years hunting him down.
