Conflict Over Property Rights Lead to Firing

            A former employee of the Chippewa County highway department has filed a lawsuit against the county claiming that his civil rights were violated.

            Blaine Kvapil was fired in June of 2008 over conflicts between himself and the zoning administrator over his activities on his own property.
