Are municipals as safe as advertised?

          There's a joke that goes like this:  "The last thing I want to do is hurt you, but it's still on the list". That reminds me in a goofy way of municipal bonds, called "munis". People buy them so they won't get hurt and normally that's a pretty good bet.
