Troubled Waters in Lake Eau Claire

Lake Eau Claire is in decline. Lake-shore property owners are in agreement that corrective action needs to be taken to restore the quality of the lake. There is, however, disagreement as to how the cost of restoration and the years of maintenance should be paid.
A "Lake District" has been proposed for Lake Eau Claire. It is supported by about 54% of the affected property owners. A Lake District forms a governing body with limited taxing authority to raise funds for needed projects to restore and maintain the quality of the lake. According to Rod Zika, the Lake Eau Claire Lake Management Plan Project Officer, with matching funds of $1.00 to $1.00 from Eau Claire County they can raise $100,000. The Lake Association, as I understand it, has another $67,000 that will give them access to $250,000 from the WI-DNR, for a total of about $400,000 to get the project started. However, neither the county nor the DNR matching funds are available unless the Lake Association can prove that it can fiscally maintain the lake improvements.
