                In spite of their names, World War I and World War II were not the first conflicts that engulfed the European continent.  In 1793, several nations, including Britain, were in a war against revolutionary France.  Rather than intervene in a conflict that no doubt affected our nation's recently earned security, President George Washington issued the following proclamation. - Editor
