Government Red Tape Kills

            Picture this: A 53-year-old walks off a beach into the frigid surf of Northern California determined to kill himself. While he stands in water up to his neck, risking hypothermia, the local police and fire departments are called.

            The authorities arrive, but instead of rescuing the doomed man, they stand on the beach and watch him along with 75 other onlookers. After an hour or so, the man died - about 150 yards from the beach.
